BACKGROUND INFORMATION REGARDING LOTS 219-225: In 1871, the year of German unification, the newly elected Reichstag passed a series of postal laws establishing a national postal system. Local mail delivery had begun in the city of Hamburg in 1861 and quickly spread to numerous other cities. The laws of 1871 gave the national postal system a monopoly in the handling of most mail; however, nothing was said regarding either the handling of certain forms of mail between localities or the handling of all forms of mail within the boundaries of localities. These loopholes allowed the continuation and proliferation of private mail services after 1871. Indeed, stamps and postal stationery items of all kinds were issued by many private post companies until new laws made them illegal in 1900 (extract from a 2008 article written by Michael Peter). Most of the following local issues are listed in a specialized Michel catalog.
